Ets2 Mods Not Showing Up, I have various mods activated in ETS2 and working.

Ets2 Mods Not Showing Up, I have placed the SCS file in the mod folder and it will not show up I just downloaded some winter mods via 3rd party downloads. Also i double checked The mod folder is in the my documents directory under the game correct (and not in the steam directory). I have a My mods won't show up in mod manager.
